California State University shall develop systemwide guidance for purchasing gene synthesis equipment and products from providers who prevent misuse of synthetic genes and minimize risk.

University of California is requested (but not required) to develop similar systemwide guidance for gene synthesis purchases.

Guidance should consider including International Gene Synthesis Consortium (IGSC) criteria for evaluating gene synthesis providers.

Defines "gene synthesis equipment" as specialized equipment for producing gene synthesis products not readily used for other purposes.

Defines "gene synthesis product" as double-stranded DNA, RNA, or oligonucleotides designed and created without an existing DNA template.
