Requires the Chancellor of California Community Colleges and Chancellor of California State University to ensure at least one course identification (C-ID) descriptor number is issued in each of four ethnic studies areas (African American and Black studies, Asian American and Pacific Islander studies, Latino/Chicano/Mexican American studies, and Native American and indigenous peoples studies) by the 2025-26 academic year.

Mandates that any community college course submitted for C-ID approval that remains pending for more than 45 calendar days shall be automatically approved.

Requires each CSU campus to accept community college courses as meeting lower division ethnic studies graduation requirements if the courses are articulated with CSU courses, approved for CSU General Education Breadth Pattern Area F (ethnic studies), or approved for ethnic studies C-ID descriptors.

Prohibits CSU campuses from revoking approval of community college courses previously accepted to meet ethnic studies graduation requirements unless all three approval pathways have been revoked.

Establishes reimbursement procedures for local agencies and school districts if the Commission on State Mandates determines the bill contains state-mandated costs.
