Allows members returning from uncompensated leave to care for a seriously ill family member to receive service credit for the leave period upon payment of member and employer contributions plus interest, limited to 12 consecutive months and subject to county board approval by resolution.

Authorizes retirement boards to grant members subject to temporary mandatory furloughs (up to one quarter of normal hours for maximum two years) the same service credit and compensation they would have received without the furlough, with board discretion to require additional contributions on an actuarially sound basis.

Permits retired persons receiving benefits from a county retirement system to serve as nonsalaried members of part-time county boards or commissions without reinstatement, while prohibiting acquisition of new benefits or service credit but allowing per diem compensation.

Allows members who retire for service and subsequently apply for disability retirement to change their elected optional or unmodified allowance type if found eligible for disability retirement, with adjustments retroactive to the service retirement date.
