Requires courts to publish demographic information (without names) on an internet website and allows presiding judges to add up to 10 jurors from qualified non-selected candidates to balance demographic diversity reflecting the county population.

Mandates superior courts submit demographic data on grand jurors to the Judicial Council by March 15 annually (starting 2024), with the Judicial Council reporting this information to the Legislature by June 15 annually.

Allows jury summonses to include information on becoming a grand juror; provides state reimbursement for any state-mandated local costs under Government Code Part 7.
