Requires each city, county, or city and county to submit an annual report to the Legislature on or before January 1, 2024, and each year thereafter, identifying the number of bus shelters within the local agency.

Repeals the reporting requirement on January 1, 2028.

Establishes that bus shelter identification is a matter of statewide concern applicable to all cities, including charter cities.

Provides for reimbursement of state-mandated costs to local agencies and school districts pursuant to state mandate procedures if the Commission on State Mandates determines such costs exist.
