CA AB1984

Prohibits purchasing, selling, receiving, or possessing a stolen catalytic converter, with violations punishable by up to one year in county jail and/or a fine not exceeding $1,000

Allows peace officers to establish probable cause for arrest based on specific circumstances including cut marks on the converter, possession of removal tools, markings inconsistent with the defendant's vehicle, inability to account for origin, possession of multiple converters outside legitimate business, or prior catalytic converter theft arrests or convictions

Permits prosecution without requiring a victim or proof the catalytic converter was actually stolen, allowing circumstantial evidence to establish the converter was stolen based on similar factors listed for probable cause

Allows each stolen catalytic converter to be charged as a separate violation and prohibits double conviction for both theft and possession of the same catalytic converter

Provides that no state reimbursement is required to local agencies for implementing this law as it creates a new criminal offense
