Establishes a phased penalty schedule for local jurisdictions failing to meet recovered organic waste product procurement targets: 30% of target by January 1, 2023; 65% by January 1, 2024; and 100% by January 1, 2025.

Exempts jurisdictions with rural exemptions from procurement requirements until December 31, 2026, after which the department may provide an extended procurement target schedule at its discretion.

Authorizes the department to create adjusted recovered organic waste product procurement target schedules, not subject to the Administrative Procedure Act.

Delays application of biosolids disposal restrictions on publicly owned treatment works (POTW) renewable gas procurement until January 1, 2025, allowing up to 50% annual average biosolids to be transported to landfill disposal during this period.

Provides penalty relief and compliance pathways for local jurisdictions that submit an approved "notification of intent to comply" before March 1, 2022, including waiver of 2022 penalties and eligibility for corrective action plans.
