Requires the University of California, California State University, and Chancellor's Office of the California Community Colleges to submit annual reports by March 1 to the Department of Finance and relevant legislative committees on student mental health funding and services.

Reports must include unduplicated number of students receiving mental health services disaggregated by race/ethnicity, gender, and age; average wait time for initial counseling assessments; and average number of counseling appointments per student.

Reports must document total spending on mental health services by fund source for each campus, number of mental health counselors employed, and amounts distributed to individual campuses.

Reports must include a programmatic budget for each campus detailing how funds were spent and descriptions of types of programs in which each campus invested.

Reports must track number of students referred to community providers for mental health services outside the campus system.
