Amends Section 320.3 of the Unemployment Insurance Code to require the Director of Employment Development to report on unemployment insurance policies and practices by January 1, 2024, rather than the previous deadline of July 1, 2015.

Mandates subsequent reports be submitted every two years after the initial 2024 report, changing from the previous discretionary authorization for additional reports.

Maintains existing requirement that reviews identify policies and practices that delay eligibility determinations, increase departmental workload, or provide minimal fraud prevention value.

Reports must be submitted in compliance with Section 9795 of the Government Code.
