Eliminates monthly premiums for optional targeted low-income children and employed persons with disabilities under Medi-Cal, previously imposed based on income level.

Eliminates subscriber contributions for the Medi-Cal Access Program for pregnant women, postpartum women, and infants, to the extent allowable under federal law.

Prohibits the State Department of Health Care Services from imposing copayments on Medi-Cal recipients for specified services, to the extent allowable under federal law.

Repeals Section 15835 regarding subscriber contribution schedules for the Medi-Cal Access Program.

Removes the July 1, 2022 effective date previously specified for the copayment prohibition, making it effective immediately upon passage.
