Each state agency must review all its California Code of Regulations by January 1, 2026, to identify duplicative, overlapping, inconsistent, or out-of-date regulations.

State agencies must adopt, amend, or repeal regulations to eliminate identified duplication, overlap, inconsistencies, or out-of-date provisions following standard rulemaking procedures.

Agencies must hold at least one noticed public hearing on the internet to accept public comment on proposed regulation revisions and notify legislative policy and fiscal committees at least 30 days before initiating rulemaking.

Agencies must submit a report to the Governor and Legislature detailing the number and content of identified problematic regulations and actions taken to address them.

This chapter automatically repeals on January 1, 2027, and does not weaken health, environmental, worker rights, or other statutory protections.
