Chancellor of the California State University must convene a stakeholder workgroup by July 1, 2023, including representatives from faculty, staff, students, campus health and safety personnel, and bargaining unit representatives.

Stakeholder workgroup must submit a report to the Legislature and Chancellor within 9 months of its first meeting with recommendations to address concerns about current emergency response programs on CSU campuses.

Report must evaluate alternative procedures for responding to nonviolent and noncriminal situations on CSU campuses and alternative dispute resolution options for resolving employee conflicts.

Legislature finds that crisis response teams should be separate from campus police and local law enforcement, and should be trained in dispute resolution and restorative justice.

These provisions automatically repeal on July 1, 2027.
