CA AB1998

Authorizes the Board of Governors of California Community Colleges to enter into the Western Undergraduate Exchange through the Western Interstate Commission for Higher Education.

Allows community college districts with fewer than 1,500 full-time equivalent students (FTES) to exempt students from Western Undergraduate Exchange states from nonresident tuition fees.

Permits community college districts with 1,500 to 3,000 FTES and within 10 miles of a Western Undergraduate Exchange state to exempt up to 100 FTES per fiscal year from nonresident tuition fees.

Reduces the per-unit fee for exempted nonresident students reported as resident FTES for state apportionment purposes from 3 times the resident fee to 1.5 times the resident fee.

Adds exemptions for nonresident students enrolled in credit English as Second Language (ESL) courses who are recent immigrants, refugees, or asylees who settled in California within the past year (operative only if AB 1232 is also enacted).
