Establishes a pilot project requiring the State Department of Health Care Services to fund targeted outreach by participating counties to Medi-Cal beneficiaries who are blind or have low vision regarding covered behavioral health services.

Pilot project must be implemented in at least 6 counties with geographic diversity, including at least one county each in northern, central, and southern California, and consideration of urban, rural, and suburban representation.

Participating counties may conduct outreach directly or through contracted providers with expertise in serving behavioral health needs of individuals who are blind or have low vision.

Each participating county must report to the department and Legislature by December 31, 2025, including outreach methods, number of beneficiaries served, types of services and providers, challenges faced, and assessment of additional needs.

Implementation is conditional upon legislative appropriation, receipt of necessary federal approvals, and availability of federal financial participation; the pilot project sunsets on January 1, 2026.
