AB 200 Summary

• Establishes the Flexible Assistance for Survivors (FAS) pilot grant program administered by the Office of Emergency Services to provide direct cash assistance to crime survivors through community-based organizations, with grants becoming inoperative July 1, 2027.

• Modifies erroneous conviction compensation procedures by allowing the California Victim Compensation Board to calculate and approve payments directly upon legislative appropriation, rather than requiring board recommendations to the Legislature.

• Allocates $122,829,397 annually to the State Community Corrections Performance Incentives Fund for fiscal years 2022-23 and 2023-24 to support county probation programs.

• Transfers operations of the Division of Juvenile Justice to the Department of Corrections and Rehabilitation upon closure, including authority to operate the Pine Grove Youth Conservation Camp and allowing eligible youth to voluntarily remain in state institutions to complete juvenile court commitments.

• Delays implementation of automatic conviction record relief disclosure restrictions from August 1, 2022 to January 1, 2023, and requires continued dissemination of relief-granted convictions to the Commission on Teacher Credentialing.
