Expands Vehicle Code Section 23109 to prohibit motor vehicle speed contests and exhibitions of speed in offstreet parking facilities, in addition to existing prohibitions on highways.

Makes it illegal to aid or abet speed contests and exhibitions of speed in offstreet parking facilities, and prohibits obstructing or placing barricades to facilitate such activities in parking facilities.

Penalties for violations include county jail time (24 hours to 90 days), fines ($355 to $1,000), 40 hours of community service, and potential suspension or restriction of driving privileges for 90 days to six months.

Enhanced penalties apply for repeat offenders within five years or if violations cause bodily injury or serious bodily injury to persons other than the driver.

Effective July 1, 2025, courts may suspend driving privileges for exhibition of speed violations only if the violation occurred as part of a "sideshow" (event where two or more persons block traffic to perform vehicle stunts or speed contests for spectators).
