Authorizes California Finance Law licensees to designate employees to perform work at remote locations (personal residences or temporary nonpublic locations) if specific conditions are met.

Requires licensees to prohibit in-person consumer interactions at remote locations, including receipt of cash or disbursement of loan proceeds, and prohibits advertising remote locations as business locations.

Mandates that consumer personal information and required records cannot be physically stored at remote locations except on encrypted devices or encrypted media.

Requires licensees to provide employees with appropriate equipment (encrypted devices, virtual private networks, etc.) and adopt written policies for supervision, data security training, security logging, breach response, and suspicious login detection.

Requires licensees to record telephone calls with consumers from remote locations to the same extent as calls from licensed locations, and make all books, records, and employees available for examination by the Commissioner at a licensed location.
