Establishes the Mobilehome Repair Grant Fund in the State Treasury to provide grants or other funding to registered owners or occupants of manufactured homes and mobilehomes unable to afford required repairs, subject to legislative appropriation.

Requires the Department of Housing and Community Development to develop and distribute a list of local home rehabilitation or repair programs for which manufactured home and mobilehome residents may be eligible.

Allows enforcement agencies to issue violation notices with 60 days to correct non-imminent violations, with potential 30-day extensions if valid reasons exist such as weather, illness, or lack of financial resources.

Directs enforcement agencies to immediately issue violation notices for imminent hazards representing immediate risk to life, health, and safety requiring immediate correction.

Makes legislative findings that manufactured housing provides affordable homeownership for Californians, particularly seniors and families, and that many residents cannot afford necessary health and safety repairs without state assistance.
