Requires the California Workforce Development Board to develop model career pathways that help essential workers advance from low-wage jobs to high-road occupations through May 1, 2026.

Mandates the board publish a list of at least four essential worker occupations by May 1, 2023, from which model career pathways will be developed, with consideration for existing best practices.

Requires model career pathways to include earn-and-learn programs where appropriate and accessibility features for workers with employment barriers, such as supportive and wraparound services.

Obligates the board to report progress on model career pathways to the Legislature every six months starting July 1, 2023, with notice provided 15 days before each report.
