Changes the Department of Managed Health Care reporting requirement on health care service plan compliance with language assistance standards from biennial (every two years) to three times per year.

Removes the January 1, 2006 deadline for the department to develop and adopt regulations establishing standards for language assistance services in obtaining health care.

Maintains existing requirements for health care service plans to assess linguistic needs of enrollees and provide translation and interpretation services based on enrollment size and language preference thresholds.

Requires the department to ensure three-times-a-year reports are consistent with government-sponsored program requirements to avoid duplicative data collection and reporting.
