AB 2011 Summary

• Creates the Affordable Housing and High Road Jobs Act of 2022, establishing streamlined ministerial approval for housing developments on sites zoned for office, retail, or parking uses that meet strict affordability and site criteria, effective July 1, 2023.

• Establishes two pathways: Article 2 requires 100% of units affordable to lower-income households on eligible sites, and Article 3 allows mixed-income projects (8-15% very/extremely low income or 15% lower income units) along commercial corridors with specific density and height requirements.

• Mandates prevailing wage requirements for all construction workers and requires projects with 50+ units to participate in apprenticeship programs and provide health care expenditures equivalent to Covered California Platinum plan costs.

• Requires Department of Housing and Community Development to conduct outcome studies by January 1, 2027 and 2031, and prohibits local governments from imposing additional fees or requirements on eligible projects; chapter sunsets January 1, 2033.

• Amends Section 65400 to require annual housing reports include information about applications under this chapter and amends Section 65585 to add this chapter to list of housing laws subject to enforcement for violations.
