Authorizes the California Horse Racing Board to permit harness racing associations conducting live racing meetings to accept wagers on the full card of races from another racing association on the day the Metro Pace is conducted.

Adds the Metro Pace to the list of qualifying races that already includes the Breeders' Crown Stakes, Meadowlands Pace, Hambletonian, Cane Pace, Kentucky Futurity, and North American Cup.

Requires that wagering be offered only within the racing enclosure and only within seven days of the running of the out-of-state race.

Specifies that authorization must comply with federal law, including the Interstate Horseracing Act of 1978 (15 U.S.C. Section 3001 et seq.).
