Repeals existing provisions requiring the Department of Water Resources to report on desalination opportunities and maintain a Water Desalination Task Force as of July 1, 2004.

Requests the California Council on Science and Technology, in consultation with the Department of Water Resources and State Water Resources Control Board, to conduct a study on drought-resilient water supplies including potable recycled water and desalination to meet current and future water demand in the San Francisco Bay area.

Requires the study to be completed by January 1, 2025 and transmitted to the department, board, and Legislature, subject to legislative appropriation.

Study must include job creation potential, technologies to minimize marine and freshwater life impacts, extraction of useful chemicals from brine waste, and renewable energy integration to reduce costs and greenhouse gas emissions.

Study sunset provision: the section expires and is repealed on January 1, 2029.
