Requires state agencies to develop "economic equity first" action plans by January 1, 2024, detailing strategies to ensure small businesses, women-owned, minority-owned, and LGBTQ-owned businesses benefit from procurement processes.

Establishes a minimum goal of 25% procurement participation for small businesses and microbusinesses in state contracts for goods, services, information technology, and construction.

Requires the Department of General Services to consider remedial actions against agencies that fail to meet small business or disabled veteran business enterprise goals in 3 out of 5 years, and to conduct a statewide procurement disparity study by January 1, 2025.

Mandates state agencies to provide information on small business certification, disabled veteran business enterprise certification, and procurement opportunities easily accessible from the GO-Biz website homepage.

Allows businesses to voluntarily self-identify as owned by and controlled by individuals from specified groups (Black, Hispanic, Native American, Pacific-Asian, Asian-Indian, women, or LGBTQ) in their certification profiles, publicly displayed within the state certification system.
