Requires county sheriffs to provide incarcerated persons with release standards, release processes, and release schedules following a determination to release that person.

Release standards must include a list of rights and the timeframe for expedient release.

Grants persons incarcerated in or recently released from county jails access to up to three free telephone calls from jail phones to plan for safe and successful release.

Applies to all persons being released from county jail, including those completing sentences, released on own recognizance, acquitted, cited and released, posting bail, or having charges dismissed.

Establishes state reimbursement procedures for any costs mandated by the state through this legislation.
