Requires e-commerce shippers with over $15 million in annual gross sales and more than 100 full-time employees to reduce single-use plastic shipping envelopes, cushioning, void fill, and expanded/extruded polystyrene by unspecified percentages by January 1, 2030, measured against 2023 baseline levels.

Exempts primary packaging and plastic used for raw/uncooked meat, fish, poultry, seafood, fresh produce preservation, FDA-regulated drugs/medical devices/dietary supplements, and animal health products from reduction requirements.

Establishes civil penalties up to $50,000 per day for violations, enforceable by the Attorney General, county counsel, or city attorney.

Creates the Plastic Packaging Reduction Penalty Account to deposit collected penalties for use by the Attorney General to enforce the chapter's requirements.

Does not prohibit local ordinances or regulations governing curbside or dropoff recycling programs operated by cities, counties, or public agencies.
