Extends the steelhead trout fishing report-restoration card program to January 1, 2025 (previously set to expire January 1, 2023) and requires the Department of Fish and Wildlife to report by July 1, 2023.

Renames the "Eden Landing Ecological Reserve" to "Congressman Pete Stark Ecological Reserve at Eden Landing" and eliminates the requirement for Fish and Game Commission approval to implement the name change.

Changes apiary registration fees from $10 annually to up to $250 paid to the Secretary of Food and Agriculture, and extends the requirement to brokers; continuously appropriates collected fees for administration and enforcement.

Increases pest control operations licenses and certificates from 2-year to 3-year renewal periods beginning January 1, 2025, and allows the Director of Pesticide Regulation to establish examination categories rather than using fixed categories.

Modifies hazardous waste facility fee provisions, updates mercury thermostat collection program payment deadlines and procedures, extends encumbrance periods for contaminated property cleanup funds to four fiscal years, and makes various other technical changes related to environmental programs.
