Establishes a Citizens Redistricting Commission in Fresno County consisting of 14 members to adjust supervisorial district boundaries following each decennial federal census, starting no later than December 31, 2030.

Commission members must meet qualifications including: 5+ years continuous registration with same political party, voting in at least one of last three statewide elections, and cannot have held elected office, worked as paid consultant to elected officials, or served as registered lobbyist within 10 years (applies to applicant and immediate family members).

Commission selection process includes county elections official screening applicants, random drawing to select 8 commissioners (one from each supervisorial district plus three at-large), followed by those 8 appointing 6 additional members based on experience and diversity.

Requires at least 7 public hearings over 30+ days before drawing maps and at least 2 public hearings over 30+ days after draft map release; mandates live translation in applicable languages and posting maps online for public comment.

Commission members ineligible for 5 years from appointment to hold elective office and 3 years to hold appointive office, serve as paid staff/consultant to legislature, or register as lobbyist.
