Establishes the Ending Military and Veteran Suicide Task Force within the Office of Suicide Prevention to systematically reduce military and veteran suicides and develop a plan to eliminate all such suicides in California by January 1, 2030.

Task force membership includes stakeholders from the California Military Department's mental health and chaplaincy programs, one representative from the Department of Veterans Affairs, and representatives from the U.S. Department of Defense, armed services, veterans service organizations, and mental health researchers.

Requires the task force to meet at a minimum quarterly (may meet virtually) with no compensation or per diem for members; Department of Public Health must support the task force using existing resources and may accept nongovernmental funds.

Mandates submission of annual reports to the Governor and Legislature beginning June 1, 2025, analyzing task force recommendations, existing programs, success metrics with near/intermediate/long-term benchmarks, and factors associated with military and veteran suicidal ideation.

Department must include in reports analysis of how to address alienation, strained relationships, finances, family disruptions, and career challenges affecting military members, National Guard members in remote areas, and veterans.
