Establishes a pilot program authorizing the Los Angeles County Metropolitan Transportation Authority to use job order contracting as a procurement method for repair, remodeling, and repetitive work.

Imposes a $5,000,000 cap on total awards under a single job order contract and a $1,000,000 cap on any individual job order, with initial contract terms limited to 12 months plus two potential annual extensions capped at $10,000,000 total.

Requires job order contracts to be competitively bid, comply with prevailing wage requirements and applicable collective bargaining agreements, and prohibit use for new construction.

Mandates the authority prepare independent cost estimates for each job order before issuance and permits directing work to certified small business enterprises or disabled veterans business enterprises for projects valued at $250,000 or less.

Requires the authority to submit a report to the Legislature by January 1, 2027, on job order contracting use and automatically repeals these provisions on January 1, 2028.
