• Authorizes transfer of federal funds to the California Health Trust Fund for health care administration and establishes the Abortion Practical Support Fund to provide grants to nonprofit organizations assisting people with abortion access costs.

• Expands health care workforce training programs by adding physician assistants and nurse practitioners to the Song-Brown Health Care Workforce Training Act eligibility requirements.

• Modifies mental health competency procedures by making report contents permissive rather than mandatory, clarifying court authority over involuntary medication orders based on clinician recommendations, and expanding contracted facility capacity for housing incompetent defendants.

• Eliminates Medi-Cal copayment requirements effective January 1, 2023, and requires transfer of managed care plan medical loss ratio remittances to the Medi-Cal Loan Repayment Program Special Fund instead of the physician loan repayment account.

• Establishes a clinic workforce stabilization retention payment program providing up to $1,000 per eligible employee at federally qualified health centers and rural health clinics, and requires continuous Medi-Cal eligibility for children under 5 years of age beginning January 1, 2025.
