Requires the State Water Resources Control Board to determine which public water systems may not be able to comply with newly adopted primary drinking water standards without financial assistance.

Mandates the state board develop a compliance plan, including a financial plan, to assist identified public water systems in meeting primary drinking water standards within the compliance period.

Requires the state board to consider whether a public water system implemented the compliance plan when evaluating violations that occur after the compliance period expires.

Applies when the state board adopts a primary drinking water standard that includes a designated compliance period for public water systems to achieve compliance.
