Allows classified employees in school districts, county offices of education, and community college districts to vote on adopting a "ranked groups" system for hiring eligibility lists instead of the current individual ranking system.

Under the ranked groups system, candidates' exam scores are placed into 5 fixed groups: Group 1 (95-100%), Group 2 (89-94%), Group 3 (83-88%), Group 4 (77-82%), and Group 5 (76% or below).

Appointments must be made from the highest-ranked group available, and only when a group has fewer than 5 qualified candidates can positions be filled from the next highest group.

Allows districts that have adopted the ranked groups system to hold a subsequent employee vote to revert back to the individual ranking system.

Elections for adopting or reverting from the ranked groups system shall be conducted using procedures similar to merit system adoption/termination elections, with specified ballot language.
