Requires moneys appropriated during fiscal years 2022–23 to 2024–25 to directly support campus expansion projects or University of California climate initiatives at UC Riverside and UC Merced, and to supplement rather than replace existing funding.

Designates funded projects as public works requiring payment of prevailing wages under Labor Code Chapter 1.

Requires contractors performing apprenticeable occupations in building and construction trades to use a skilled and trained workforce, unless bound by a project labor agreement with equivalent requirements and arbitration enforcement.

Mandates University of California compliance with specified capital outlay project requirements for any affected project, facility, building, or property.

Requires the University of California to submit annual reports to the Legislature and Department of Finance beginning July 1, 2023, detailing allocated funds, their use, and resulting outcomes for both campuses.
