Transfers administration of the Controlled Substance Utilization Review and Evaluation System (CURES) database from the Department of Justice to the California State Board of Pharmacy, effective April 1, 2023.

Establishes a $9 annual CURES fee on licensed prescribers, pharmacists, wholesalers, and clinics, collected by their regulating agencies and deposited into a newly created CURES Fund.

Requires the California State Board of Pharmacy to maintain the CURES prescription drug monitoring database for tracking Schedule II, III, IV, and V controlled substance prescribing and dispensing.

Authorizes the California State Board of Pharmacy to adopt emergency regulations, conduct audits, issue citations with fines up to $2,500 for violations, and manage interstate data sharing agreements.

Allows the Department of Justice to provide staff support to the board until January 1, 2024, with reimbursement from the CURES Fund for transition costs.
