Requires the Department of Transportation to create a web page with links to existing registries and databases related to drayage trucks from sources including the State Air Resources Board, Port Drayage Truck Registry, and the Clean Trucks Program at Los Angeles and Long Beach ports.

Mandates maritime ports with annual cargo volumes exceeding 1,000,000 20-foot equivalent units to conduct anonymous surveys of trucking companies every two years regarding the number of independent contractor drivers versus employee drivers.

Requires maritime ports to post survey data on their websites and transmit links to the data to the Department of Transportation, while prohibiting ports from identifying individual companies, trade secrets, or conditioning facility entry on survey participation.

Directs the Department of Industrial Relations to provide the Department of Transportation with links to public registries and databases containing information about drayage trucks, workers' compensation fraud, and health and safety enforcement activity.

Establishes that if the Commission on State Mandates determines the bill imposes costs on local agencies, reimbursement shall be made pursuant to existing statutory procedures.
