Requires suppliers selling hazardous materials to businesses to maintain records for one year containing purchase details (name, quantity, UN number, dates, addresses) and make records available to unified program agencies within five days of request.

Requires handlers to notify unified program agencies when removing hazardous materials in quantities of 165+ gallons (liquid), 600+ cubic feet (gas), or 1,500+ pounds (solid) from storage locations and disclose transfer details including destination and shipping documentation.

Expands the scope of hazardous materials subject to regulation and imposes new recordkeeping and notification duties on suppliers and handlers as a state-mandated local program.

Provides no reimbursement to local agencies because they have authority to levy fees or because the act creates new crimes or changes penalties.
