Increases the number of public members on the Medical Board of California from 7 to 8 members, maintaining a total board size of 15 members.

Requires the first vacant physician and surgeon position occurring on or after January 1, 2023, to be converted to a public member position.

Changes the residency requirement for board members from "citizens" to "residents" of California for the 5-year period preceding appointment.

Reduces the number of physician members required to hold faculty appointments in approved medical schools from 4 to 3 members.

Eliminates the restriction that disciplinary panels cannot have more public members than licensed physicians and surgeons, allowing panels to have any composition as long as they have at least 4 members.
