Establishes a grant program administered by the Board of State and Community Corrections providing $50,000,000 to local law enforcement agencies in underserved communities with homicide rates higher than the state average for the past 5+ years.

Grant funds must be used to supplement peace officer salaries for 5 years for officers who either were licensed after January 1, 2023, or transferred to an underserved community agency after that date and live within 5 miles of their primary work location.

Recipient agencies must report annually to the board on officer names, grant amounts, and hiring plans for any vacancies, with the board able to reclaim unused funds after one year of non-use.

Board must submit a report to the Legislature and Governor by July 1, 2028, evaluating the program's effectiveness in hiring and retaining peace officers in underserved communities.

Program requires appropriation in the annual Budget Act and expires January 1, 2029.
