Establishes the Media Literacy Through Critical Thinking Program in the California State Library, administered by the State Librarian, contingent on appropriation or receipt of private funds.

Program supports media literacy for individuals through critical thinking and source evaluation strategies applicable to multiple languages, and develops literacy skills to help navigate public health and representation issues.

Requires the State Librarian to develop a list of recommended books, articles, digital multimedia resources, and other materials for purposes of the program to be made available to county and municipal libraries across the state.

Creates the Media Literacy Through Critical Thinking Program Fund in the State Treasury to receive and deposit state or private funds for program purposes.
