Creates the California Home Health Aide Training Scholarship Act to be administered by the Department of Health Care Access and Information to incentivize enrollment in home health aide training programs.

Awards $1,500 scholarships to up to 1,000 applicants to cover tuition, books, supplies, uniforms, CPR certification, background checks, childcare, and transportation costs.

Requires scholarship recipients to complete a home health aide training program, obtain state certification as a home health aide, and work as a home health aide for at least one year after certification.

Requires scholarship recipients who fail to comply with program requirements to repay 25% of the scholarship funds received.

Implementation is contingent upon legislative appropriation of funds.
