County offices of education must establish coordinated agreements by November 1, 2024, to enable rapid deployment of mental health professionals and key school personnel from school districts and charter schools to areas experiencing natural disasters or traumatic events.

County offices of education shall consider system costs, criteria for requesting personnel, reimbursement between agencies, and travel expense compensation when developing these personnel-sharing agreements.

Single school district county offices of education must enter into agreements with at least one bordering county office of education to participate in the personnel-sharing system.

County offices of education sharing a border with a single school district county office of education must consult with and enter into agreements with at least one such office to comply with the requirement.

If the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement shall be made pursuant to existing state reimbursement procedures under Government Code Part 7.
