Adds micromobility devices (electric bicycles, scooters, skateboards, and similar low-speed vehicles with maximum 25 mph top speed) as an eligible project category under California's Air Quality Improvement Program.

Requires the State Air Resources Board to establish the Micromobility Device Incentives Project by July 1, 2023, to provide voucher-based purchase incentives for qualifying micromobility devices.

Sets incentive amount at 30 percent of device cost with a maximum incentive of $3,000 per individual, limited to one incentive per person.

Permits up to 10 percent of appropriated project funds to support related safety, educational, and promotional programs.

Directs the state board to encourage participation from local small businesses, retailers, and nonprofit organizations in the incentive program.
