Establishes the Extreme Heat and Community Resilience Program within the Office of Planning and Research to coordinate state efforts and support local and regional heat mitigation projects, administered through the existing Integrated Climate Adaptation and Resiliency Program.

Requires the Director of State Planning and Research to appoint a Chief Heat Officer to coordinate state activities, funding, and oversee program implementation, with the advisory council providing input on program effectiveness.

Authorizes the office to award grants and provide technical assistance to eligible entities for heat mitigation projects, prioritizing disadvantaged communities, vulnerable populations, regional climate collaboratives, and comprehensive heat action plans.

Mandates the State Department of Public Health to establish the Extreme Heat and Health Reporting System by July 1, 2024 (upon appropriation) to collect real-time data on heat-related illnesses and deaths, with data published on the department's website while maintaining strict confidentiality protections.

Requires updates to the Extreme Heat Action Plan by July 1, 2024 and biennially thereafter, with state agencies coordinating implementation and the office avoiding duplication of existing heat mitigation programs.
