Increases the minimum monthly maintenance amount for personal and incidental needs for Medi-Cal patients in medical institutions, nursing facilities, or PACE organizations from $35 to $80 per month, effective July 1, 2024, or upon federal approval, whichever is later.

Conditions implementation on obtaining necessary federal approvals and ensuring federal financial participation remains available and is not jeopardized.

Requires the Department of Health Care Services to implement the increase through all-county letters or similar instructions rather than formal rulemaking until regulations are adopted.

Makes the bill operative only upon an express appropriation in the annual Budget Act or another statute for the purposes of the bill.
