Extends the deadline for municipal water districts to apply to local agency formation commissions to provide water service to Indian lands from January 1, 2023 to January 1, 2027

Districts may apply to extend water service to Indian lands not within district boundaries at substantially the same terms as regular customers, subject to local agency formation commission approval

Local agency formation commissions must approve applications and may impose conditions on districts, provided conditions do not impair water service and are applied without discrimination

Districts that received authorization before January 1, 2027 may continue providing water service to Indian lands after that date if they comply with imposed conditions

Declares no state reimbursement required because local agencies have authority to levy service charges and fees to pay for the mandated program
