Prohibits electrical corporations and gas corporations from recovering through commission-approved rates any costs arising from new or additional activities expressly agreed to in settlement agreements resolving criminal or civil inquiries, investigations, or prosecutions.

Prohibits recovery of direct payments, fines, or penalties paid by utilities in settlement agreements with the Attorney General, district attorneys, county counsel, city attorneys, or city prosecutors.

Allows the Public Utilities Commission to approve recovery of such costs only if the commission determines those costs were just and reasonably incurred.

Effective September 28, 2022.
