Authorizes school districts to install and operate stop signal arm enforcement systems on schoolbuses to document violations of Vehicle Code Section 22454 (failure to stop for schoolbuses).

Changes violations from criminal offenses to civil penalties of $300, with $250 allocated to the school district, $25 to law enforcement, and $25 to the Victim-Witness Assistance Fund.

Requires school districts to submit violation evidence to law enforcement within 30 days; law enforcement must mail citations within 30 days and can refer unpaid penalties to the Department of Motor Vehicles to block vehicle registration renewal and title transfers.

Prohibits the equipment from conducting remote surveillance or being used for purposes other than enforcing schoolbus stop violations, and requires recorded images be destroyed within 90 days of final disposition.

Requires school districts to file annual reports to the Governor, Legislature, and Department of Motor Vehicles on system usage and collected funds, and mandates the State Board of Education adopt regulations ensuring due process for those cited.
