Amends Health and Safety Code Section 43018.11 to exempt portable generators with engine power greater than or equal to 2 horsepower from small off-road engine emissions regulations.

State Air Resources Board regulations prohibiting engine exhaust and evaporative emissions from new small off-road engines apply to engines produced on or after January 1, 2024, or as soon as feasible, but do not apply to the specified portable generators.

State board must identify and make available funding for commercial rebates or incentive programs to support the transition to zero-emission small off-road equipment operations.

Board must consider emissions from small off-road engines, timeline for zero-emission equipment development, electricity demand from charging, commercial and residential use cases, and availability of zero-emission generators when determining technological feasibility.
