Establishes that operating a business where employees dispense or furnish prescription drugs is unlawful unless both the business and employee have valid licenses authorizing such activity under Health and Safety Code Section 11352.1.

Prohibits businesses from advertising or representing that they have a license to dispense or furnish prescription drugs without actually possessing a valid license.

Enforcement occurs through the applicable licensing scheme, including license revocation, and through civil action by persons who received services in violation of these provisions.

Allows persons receiving services in violation of the article, as well as their family members or legal representatives, to bring civil actions for injunctions and recover reasonable attorney's fees if they prevail.

Provides that these remedies are in addition to any other remedies available under law.
